Is a hot dog a sandwich?

The dictionary says a sandwich is "meat between bread." The National Hot Dog and Sausage Council (yes, that's real) officially ruled it is NOT a sandwich. The Supreme Court has never weighed in, but Justice Ginsburg once said it depends on the definition. If a hot dog is a sandwich, is a taco? A wrap? Where does it end?
